Simple. For the show itself, they got shot because the episode needed a cliffhanger, so people would want to see more and it would give the CW a reason to renew OTH for another season. That is the main reason why.
Also, in the creative aspect, Katie Ryan is obviously PSYCHO and wants Clay all to herself, so I get why she would want to get rid of Quinn, but WHY did she shoot Clay? That is my question. LOL.

i think she shot clay because he turned her over to the cops and they probably put her in a mental ward
